There is an active global movement towards Carbon Neutrality. Germany is actively implementing a policy with the goal of Carbon Neutrality by 2045. Germany, which has been pursuing a strong policy of decentralization and balanced development, has a three-dimensional structure: the European Parliament, the federal government, and the state government. And local governments such as Gemeinde and Kreis perform their functions independently below the state government. Since the cooperation of each government is essential to achieve Carbon Neutrality, the coordination function operates at the Umweltministerkonferenz, a conference of environment ministers of the federal and state governments. The eight working groups are chaired by the Ministers of each State and work in a balanced way. Meanwhile, inter-regional cooperation is essential to vitalize renewable energy. Depending on the climate and location conditions, offshore wind power mainly shows strength in the northwest of Germany and solar power in the south. In order to compensate for the disadvantages of renewable energy, which have low stability, Germany has built a nationwide network and transmit surplus power to other regions through the network. In this presentation, we intend to derive domestic policy implications through the case of Germany. It is expected that it will be possible to reflect the changing global policy trends on Korea and to promote cooperation and balance between regions in the long term.
