No. 23 Wooden Slip found by 17th. Excavation in Haman Seongsan mountain fortress is a document having four faces. A chief(村主) of Jinnaemyeol village wrote this slip to report that a local potentate who were in charge of labor requisition broke the law, so that he was not allowed to get the alloted grains.
This incident being solved, an estimated local bureaucrat intervened by asking a law specialist how to deal with this situation. After an investigation over a suspect, the verdict was sentenced and the report on this process was sent to the office which is concerned in Seonsan mountain fortress.
We can shed light on the system of local administration, the process this document was made and the meaning of the law of labor requisition(代法) with No. 23 Wooden Slip. One of the names of the chapter of law codes in 6th. C. of Silla was also known with this material.
